ISIS is still in Iraq, the victory was prematurely declared like they always do. Earlier this year when the battle was still ongoing, the prime minister declared Mosul "liberated" while troops were still fighting SIEVED and sniper attacks, so you have to take it with a grain of salt. Same with Russia, they declared the caliphate defeated, when there are still elements in Hama, Dara'a, Damascus, Homs Desert and the Western side of the Euphrates river.
