Cadets

The Party of People’s Freedom, or the Constitutional Democratic Party (Cadets), was the centrist, liberal party. They were not officially registered prior to February. And despite not being in the majority in the State Duma, the Cadet faction was very influential. They offered sharp criticism of the government’s actions, while at the same time seeking to reach agreement with them. The party’s leader was Pavel Milyukov. After February the Cadets joined the Provisional Government, where they received the largest number of portfolios. In their party platform they replaced their demand for a constitutional monarchy with the idea of a presidential republic. The Cadets thus came out in support of continuing the war until its successful end, and for the annexation of new territories. On the national question, they were in favor of giving the various peoples of Russia cultural autonomy, but they were against territorial autonomy. They hindered the resolution of several important questions of the Revolution, putting them off until the Constituent Assembly. They were in favor of an autocratic Provisional Government, and opposed radical demands, thus losing their position of authority as the crisis wore on. After the events of July 3-5, 1917, a large portion of its leadership leaned toward the need for a military dictatorship, and supported the actions of Lavr Kornilov. After October, the party was outlawed. In the elections to the Constituent Assembly, the Cadets received 2.1 percent of the votes nationwide, but 27 percent in Petrograd.
